Delany Broome

Climate scientist with a background in chemistry and statewide coordination authority across oil spill response, water quality data, and emerging contaminant policy. Lead author of the 2026 State of California Oil Spill Contingency Plan. Completing an M.S. in Climate Change Solutions at UC Berkeley, with a focus on climate disaster management and making environmental data legible to the people who have to act on it.

  • Lead author of the forthcoming 2026 State of California Oil Spill Contingency Plan; coordinated the five-year statewide update across 110 plus federal, state, tribal, and industry partners, integrating renewable fuels, lithium-ion battery response, offshore wind, and culturally sensitive site protections.
  • Designated California's Area Committee Chair Representative to the U.S. EPA Region IX Area Committee; statewide oversight of six Coastal Area Contingency Plans under Clean Water Act and OPA 90 mandates.
  • Principal state liaison to the U.S. Coast Guard, federally and non-federally recognized California tribes, and federal partner agencies; coordinated internationally through the Pacific States and British Columbia Oil Spill Task Force and the California-Mexico MEXUS Joint Response Team.

  • Statewide Data Manager for chemistry, field, and time-series data across California's Surface Water Ambient Monitoring Program (SWAMP); concurrent Interim Bacteria Data Manager.
  • Built Python, SQL, and Tableau ETL tools for the CEDEN database backend, reducing data processing time by 30 percent and improving QA/QC transparency.
  • Liaison across Regional and State Water Board programs (Regions 4, 7, 8, MPSL, SCCWRP); served as technical resource and coordinator for chemical laboratory services.
  • Advised regional boards on sampling methodology, quality assurance, and monitoring designs for contaminants of emerging concern, including microplastics, harmful algal blooms, and trash pollutants; developed SOPs and QC methods for these contaminants.
